Cannot save html file

For other file types, like pdf or doc, I just have to Save and Open and the file auto-opens, which is a much quicker way to get to view the attachment. This is only happening with IE9, not IE8. I was thinking I should be able to set how download manager handles htm and html files, but I cannot find where to set that.

Is there an option for that in the registry? Stumbled upon the same issue. But my problem is that am missing the "Open" button when downloading htm and html files. Doesn't happen for other file types. Also noticed that if I cnahe the file association of html file to Notepad, then the "open" button becomes visible while downloading html files. Just had the same problem and figured out a work around.
